To the right the ex Minister of Senasa, Santiago Hazim / Somos PuebloLocal media have begun to cover the details contained in the 537-page file Attorney General Office prosecutors have prepared against the first 10 charged in the Senasa case (named Cobra by the Public Ministry) on alleged administrative corruption in the management of the public health insurance company.
Senasa was a highly reputed health insurance company until it came under the management of physician Santiago Hazim with the start of the Abinader administration in 2020. He was removed in August 2025 after the irregularities hit the press. He is accused of orchestrating administrative fraud, corrupción, document forgery and asset laundering. He is accused of backing the installation of several fraudulent systems in Senasa in compliance with a selection of private medical businesses.
Dr. Hazim has defended his administration and in September 2025 went public to say he was who had denounced the fraudulent schemes. Hazim was appointed to the position in August 2020 after being an active campaigner for Abinader into his first term.
The media says the scope of the irregularities will never be known. So far, the prosecutors have compiled a file with allegations of around RD$15 billion in schemes for which they have proof. As reported, this is the largest fraud against the state to be unveiled against a single corporation.
Eduardo Sánchez Tolentino (El Piro) of Somos Pueblo has voiced the general sentiment that the varied schemes were inhumane because they impacted the health of the poor who make up the largest segment of the affiliates to the Senasa insurance.
Already, the Abinader government has had to inject 9 billion pesos into Senasa so that it can continue to offer coverage.
